This is such a great idea because it would provide more immeduate stimulus to the economy. It wouldn't establish more federal programs or bureaucracies, which are impossible to abolish once they're there. Unfortunately, a payroll tax holiday wouldn't reward pet constituencies of the present party in power, so it's not going to happen.
